What is the piece on the fork (last picture)?
 
that's a lock. swings over and keeps the front wheel from spinning so nobody could steal your bike.. Must be that even way back then they thought these bikes were too heavy.

it should have a key, right?
 
yeah, some kind.. maybe it would just go into the open slot and did not have a regular tumbler in it? I'm guessing you cant get to the mounting bolts without pivoting it.

Just to clarify things. This would be a Westfield built Crawford! If it was a Columbia it would have a Columbia badge. It is made by the same company as Columbia but it is badged Crawford. Columbia was Westfield's house name signifying it was their top of the line bicycle.

The same applies to a Murray bicycle badged J.C. Higgins or Western Flyer :)

I'm telling you because someone told me once too!
