Ross crossed my mind too, but couldn't spot any familiar bits on my quick google search.
So this bike is a bit of an oddball mystery after all and it's wasn't just me.

I've invited the seller to view the forum, so any and all information regarding ID and valuation are welcome. This bike is posted on Toronto Craigslist.

It's a CBC (Chain Bike Corp.), who made Ross and Iverson. Usually, the year is the two digits after the R, R65 would be a '65. -Adam

I haven't seen this bike posted recently, so it may have been sold or withdrawn.
The seller did add the info previously offered by forum members to his prior Craigslist ad.
