I plan on sanding & painting aluminum crank arms.

1st question: Is it safe to clean the aluminum with Lacquer Thinner?

2nd question: What would be a good spray paint to use?

I'm not sure about laquer thinner. You might try it on a small inconspicuous place first. If it were me I would just sand them with sandpaper. Then give them a couple coats of Bulldog. It helps paint stick to bare metals. Then spray with regular primer. The chemicals in etching primer can interfere with Bulldog. Then paint. I have painted chrome rims this way and it has stuck for the past three years.
