just a quick question.......what size wheels/tires are on there(26x1.75 or 26x2.215)?
if itll take the 2.215's itd be from the 30's if they wont fit...then it might be older....
just looking at the spacer(and gap)for the rear fender it might be a 28" wheeled bike which would probably put it in the 20's
 
It has 26 x 2.125 on there now, that is what it came with, but the original front tire was rotted and blew when I inflated it. I bought new ones of the same size and haven't really tried anything bigger. The gentleman I bought it from said he thought it was from the 30's, however I did have an "expert" of sorts, (someone else who collected 20's Elgins) Say he would put it as a 20's style motobike...so I am not totally sure. If you put it possibly 20's era, than that would be two against one :)
 
i was just thinking about the gap between the tire and fender stay........and the spacing of the frame looks to be pretty close to mine.....the only thing is mine wouldnt take balloons at all......if i can ever find a serial #s list for the old elgin motos ill let you know(btw.....you might try posting it on the cabe cant guarantee anyone can give a *manufacture*date though...im still waiting for the elders to try to give me a specific year on mine)
