any idea on this old one

i pass by this old bike on they way to work thats in a guys yard i got a picture of it and thought i would post it to get an id on it. strange looking 24'' frame i have never seen one before looks like a huffman chain ring and maybe shelby guard got any idea's what it is

It's a girls bike with a welded top bar I believe.
