Axle too short?

So I got a new rear 27" wheel for my Kalkhoff build a few months back and I want to put a 7 speed freewheel on it but my chain rubs against some bolts . There is not enough space on the lowest gear. I have plenty of dropout space and I could add a spacer but there seems to be not enough axle in the dropouts to make me feel safe. It's a quick release axle, by the way. Can the axle be moved over or can I easily replace it with a solid axle?
 
you can easily replace it with a solid axle, or a longer QR axle. Just use spacers to get the correct width to match your dropout spacing and to get the FW where you want it. You may or may not need to re dish the wheel to get the rim centered between the locknuts. if you switch to a solid axle, get a complete axle set- the cones and locknuts will have a different thread. :wink:
