Balloon tire Empire bicycle??

I was looking through my local Craigslist and came across this ad

I guess that I thought all "Empire" bikes were narrow tire English bikes. This appears to be a balloon tire, truss fork, deep fendered american bike. Can anyone shed any light on the origin and or year of this bike? It looks like the parts more than equal the price anyway, but more information would help.

Interesting bike. Seat is likely worth $100. Repro pedals, but everything else looks good. Too bad it got away. Definitely a cool ride

I think it was a Snyder badge, and/or Shelby. Does appear to be a Snyder chain ring. -Adam
