Those aren't skirt guards, they are wheel skirts aka 50's customs....they just forgot the front one.

What are they made of? Painted metal or plastic of some sort? Our Walmart is undergoing a remodel and there aren't many bikes on display.

Fender skirts are metal.. nice rider:
I've only ridden it,
1/2 mile (test ride).
No shakes, or rattles.
Although,fender skirts:
Echo,road noise,
& the bell .
People were yelling:
Nice bike ,
as I rode past.

After riding this bicycle 8 miles today: I took the fenders off to lighten it up.

For the curious minds: 26"x2.125, will fit in this frame and fork.
