Bike Identification and info please

Hey,
I'm thinking about buying the bike because it's quite cheap, and looks like it's in okay shape, but I can't tell if its vintage, or a remake. I don't even know what kind of bike it is. if anyone could help identify it, that would be awesome!

Cottered crank. Probably foreign made. Fork is bent too. Gary
