This was a find indeed! I purchased this about 2 months ago and I use it all the time. It is a big hit at the Farmer's Market and the Grocery Store, not to mention with little kids.

The best part, I paid $40 for it!

Funny you should mention the dog as I have a 10 year old, 165 pound cancer survivor I had in mind when I bought this. Unfortunatley every time he moves it throws me WAY off ballance. I have been considering tearing the box off and bolting on an open air dog kennel, but for now my buddy is still able to go on walks.

I have also been working on a dog-trailer but Im not done yet.

As for the turning mechanism, it is as primitave as it is effective. The vertical steering column is the genius that allows it to work so well. Hopefully these pics will help..

Actually the bike stays incredibly stable although the steering is sensitive. It doesnt take much of a turn on the handlebars to make the wheel move, but it does take a some room to actually turn the beast.

The cables underneath are not held in place by much. If you look closley you can see 2 black zip ties (ignore the blue ones, I guess I shoudl cut those off) up front and a few threaded bolts along the bottom that the previous owner used to keep the cables from rubbing against the welded on cable stays, but I really dont think they are necessary. None of the zips or bolts are actually holding anything, just acting as a bumber for the lines. As long as there is tension on both cables, it really isnt a problem but eventually the metal on metal would wear the cables down. If I were to build another or totally rework this one, I would try hiding the cables inside the long horizontal tubes under the bucket.
