All you need to fix that one is a new frame.
(Get a steel one...)
Agree on using a steel post inserted and gently hammering the tube back round. You'll still have a tear.
What's the clamp diameter, BMX stuff has tall /wide double bolt clamps that may cover the area.
There may be enough tube height there to cut off the damaged area, drill a hole for the bottom of the keyhole and cut a new slit. I wouldn't consider that frame junk, just needs some attention.
Not sure I would fix this error then sell it. Because of the metal properties of aluminum, the damage is done once it is bent. If you can cut out the damage as noted, then it would probably be fine. But you keyhole slit should not extend down into the weld area as that may create additional stress.LOL!
This is a flip or parts bike if I buy it.
