Elgin Long Tank

I bought myself a present today from the son of the original owner. It looks like the red paint is original but the white has been touched up with a brush. I know the front tire, rear reflector and grips are not original but I don't know anything else about it including what model it is or what it's worth. Any input is appreciated.

Elgin Four-Star...do not know the year, but I'm guessing 1938-39. Those may not be the original handlebars--most examples have had swept ones, rather than upright like yours. Experts?

Here's another...from 1940. Not a Four star, but essentially the same bike, apart from shiny rims. This one also has swept bars and bullet grips.

Man do I wish mine had a fender that went over the fork like that 40'.
