Elgin value

Seller believes is a 1917. Complete and all original . Has the metal cad rims, flat bar rear rack and embossed sprung leather saddle. It is missing the rear stand. I wish I would've taken pics, wasn't thinking. It's black but it might be a repaint. I can see red under the black. Without pics, what might the value be? He wants $300.

I'm no expert but sounds like a pretty good deal to me. I feel like I see those rear racks go for almost half that. I'm sure you could talk him down a little too.
