Fender help

Can anybody please help me I.D. this fender? I would like to track down the cover for he light but I have no idea where to start. Any help would be appreciated.

Not an expert, looks like maybe higgins fender

If you show us the rest of the bike it would help a lot.
That wraparound brace does look like a Higgins.

These are fenders I picked up cheep for a rat build. They are not on the correct bike. I was hoping the wrap around brace and the unique axel mount were unique to a brand. Thanks for you input, I will look at some Higgins and see if they are the same.
