H. P. Snyder of Little Falls New York built bicycles and D.P. Harris (the H in the chain ring is for Harris) marketed the bicycles under their in-house badge, Rollfast, and many others including Black Beauty. Black Beauty is one of the rarer Harris badges and typically sells at a premium.

The frame itself is from some where between late 1935 and 1937 and has a couple of problems. The welds around the juncture of the head tubes and the top and down tubes have been rewelded, these frame used internal lugs with no visible fillet so the welding indicates a repair. If done well the frame should be fine for most purposes but the collectible market value of it takes a hit.

The second issue is the seat binder. Frames attributed to 1936 use a locking collet seat binder that sits in the seat tube and is removable from the frame. Frames with this feature have a plain open end on the seat tube that is cut perpendicular to the tube. Later (and perhaps the earliest pre-36 examples) use a standard welded on pinch clamp to secure the seat post. Your frame has neither and the angle of the cut leads me to assume that it may have had the internal unit and someone sawed it off because they didn’t know how to adjust it. There are several ways you could repair the damage or perhaps fit a self locking post if you can find one in the correct diameter.

The last thing to note is that the bike has the less common forged fork crown rather than the quardriplate design. The forged crown is early and rarer than the plate unit and was made in versions to accommodate both single tube and Balloon wheels. I can’t tell the width of the crown from the side but that will determine which size wheels were originally fitted to the frame.
