I plan to make something of this over the next couple of months. The headbadge says General.The rims are not wood , though they might appear so in the picture. I'm not sure what all I will do to it , but there will be no stretching or cutting of the frame. I'm thinking just gather up all the interesting parts I already have and probably a few more , too. The rims were originally painted so they will be repainted and pin-striped.It may get a set of fenders if I find the right ones.

That's pretty much what my red bike looked like when I got it, except mine was construction barrel orange, and infested with Schwinn parts:
