Loosened the top bolt, it's not budging. Any ideas?

Dear Mr. Dogg:
Is the stem stuck or just the wedge at the bottom of the stem? In the latter case, you can completely unscrew the bolt and pull the stem out. Then you can try a couple of strategies for removing the wedge. First, rethread the bolt into the wedge (without the stem) and yank and bang and twist until you get it out. If that proves fruitless, you can try banging the wedge out by putting a steel bar of some kind into the steerer tube from the bottom and applying some hammer persuasion.

I have a set of Craftsman punches and they have tapped many a wedge out, as well as being handy for any of my punching needs.
