I have an older front fork (old school style, square shoulders) that I would like to use on a newer frame. The steer tube on the old fork is about an 1/8" too long to use on the new frame. Would it be feasible to make a spacer to go on the steer tube under the the lower bearing race? Or do I need to bite the bullet and get a tap to extend the threads and cut the tube?

I give the spacer a shot fist being it’s only 1/8” . Then move on to plan B thread & cut

Easier method , just add an extra spacer or two between the top nut (locknut) and threaded race.

Are there enough threads to tighten the race? I would tap the threads if need be.

I agree with cman, the spacer should be at the top, there's too much stress at the fork crown for a spacer, you'll get a bend in the forks. I've done that before.
 
Yeah, the there's not enough threads to tighten the top race. But it won't take much to do it. Also contemplating hogging out a few threads in the bottom of the top race to make it work. Guess if I'm gonna do the swap I better get a tap and do it right.
 
I’m with @cman on the spacers.
I don’t like cutting steerers in case said fork finds another frame at some point.
As far as adding threads, gettin a die would be rad. Just make sure the tpi is correct. If you have a relationship with a local shop, it probably b wouldn’t cost ya much to add some threads, if cost at all.
