Frame id help please

[Uncle Stretch]

Got this frame and the headbadge bandits got to it. Anybody got a clue as to what it is. I have seen them before and it seems like to me its a higgins ,but i'm probably wrong.

looks to be a late 40s(im guessing 48/49) higgins frame...
