Front Wheel Help!

I am restoring an old Schwinn Breeze for a co-worker, and am in the reassembly stage. I successfully re built the front wheel and had to get a new axle for her as the original (stamped!) was bent. The new axle I got is threaded all the way across, if that matters. I put it all together

(outside bolt > washer> skinny (lock?) nut > cone nut > bearings > hub/axle < bearings < cone nut < skinny (lock?) nut < washer < outside bolt)

, but when I rotate the wheel in any direction, it either loosesns or tightens as it spins. What am I missing/doing wrong? I can post a picture later, when I get home.

Sounds like the lock nut and cone nut are not locked good on one side?

You need a thin bearing wrench to properly tighten them. :|

Okay, so I just have to tighten one lock nut and cone nut together real good? I can do that. I hope.
