German/european (?) suspension fork

Does anybody know what kind of fork this is and which parts are missing? (seller pics)

Better look at it though your fork doesn't have holes for the trusses to go through

It looks like a springer fork but I've never seen that style. It looks like a bolt goes through allowing the fork legs to move fore and aft (in green). A spring or two with trusses between the crown protrusions and the fork ends would make it a springer( in yellow), no flanges needed.

I think it's a kind of "pendulum fork". Found a similar one in a GDR bike forum...

The fork is missing parts, but I got the frame, fenders and fork for 20€ and a nice lamp and stand on top

So another project in the pipeline...
