Nice. I have that same aluminum chainguard on boy's Monark bike; never seen another until now. Looks like yours was Monark built also.

I think it's a New Departure- I think they were listed as a Model Y hub if they had the internal brake? I could be wrong though.
 
the brake system is a new departure cable operated. my phantom doesn't even have a front brake. would any one like to guess as to what year this airman is.....

My guess is since its a Monark, Monark like most everyone else went to the Fish Hook Drop-out after the war, 46-49 with a greater likely hood being 48-49ish. FYI that Front brake is worth more than the bike, After you said its New Departure I believe its a "WD" model which only was made pre-war.
 
Its a prewar hub, but the frame is post war, due to the rear drop-outs, all manufactures are guilty of using what ever parts they had laying aroung to build bikes. Schwinn for example would have never shut down a production line just cause they ran out of deluxe pedals, so they would just sub in anything they had, in fact there are stories of them running out of Black Phantom frames so they would take the painted Red or Green Phantom frames and just repaint them Black and Red. The bike is a lat 40's for sure. Hope this helps.
 
I believe only Monark made bikes for Speigel's dept. store. There should be an aluminum plate on the bottom bracket under the crank w/a serial # stamped on it. That will tell the year. ~Adam
