2nd hand stores can be a source for bikes. It's been a couple years since I checked them out around here tho.
I imagine off season prices would help too.
 
I go to Goodwill at least once a week. Since the pandemic they raised prices here. Bikes for adults range from $40 to over $100. Now with inflation most of the inventory has gone up. Still some bargains to be found and helps a good cause.
 
Usually the managers set the prices. From one thrift store to another may have a big difference in price. Worthless walmart bikes might have a 50 dollar tag while a Trek 1000 will go for 20 bucks. As soon as I saw that Trek, I locked my hand on it and didn't let go until I got to the counter. They said it was cheaper because it had flat tires.

Some people will watch you in those stores and grab what you were looking closely at. They buy and sell for a living, many times on CL with a 200% markup. They aren't sure if something is worth some profit until someone else shows interest.
I always look for boxes of parts too. It's like finding treasure sometimes.

When a store gets nearly full, they mark down everything to get rid of them. Keep track of what store seems overloaded, especially in spring when people clean out garages and storage.

Geez! The Trek for $20?? Score!!
 
I just thought that I would throw this out there.
I just went to our local goodwill store and they had around ten bikes of all sizes for $5-10. Great project, parts or riding bikes and you'd be helping out a great cause.
All my projects,( with the exception of blue meanie) have come from the Thrift, Goodwill, recycle or dump shop, all the same thing, these are not 2nd hand stores they are shops where something has been thrown out to the curb and picked up by either a passer by or the council collections and then they end up in these stores because theyre deemed too good to go in the landfill.
