I've seen those and don't recall what they're called.

One reason it looks goofy is that the top is missing. There was a "hood" part that went on it that isn't there. Probably got busted up or something.

I saw one of those on the Texas Tech Campus back in the early 80's. They were going about 8 mph. It's too slow to go with traffic, too wide to get out of traffic, so a pretty useless vehicle, other than being cool in a nerd sort of way. I've seen two or three others for sale on Ebay or Craigs list in the last year or two, so they do turn up occasionally.
 
There are a number of tandems and sociable tandems, etc. that are a lot better option than that PPV- think that's why it died.

Atomic Zombie has plans for a couple.
Rhoades car is another source of plans and maybe kits/prebuilt.

Most of the manufactured ones I have seen were vacation-resort-type things,,,, VERY heavy, very low gearing, not meant for covering significant distances or climbing hills. And they take up an entire car lane if you try to ride them on the street.
