How do you remove the handle clamp cap to change bars on a Jesse James chopper bike??? See the link below and look at the thing with bullets. Is that a sticker with screws underneath?

Yes, it's basically a metal sticker. You have to peel it up to reveal the four allen head bolts. If you do it carefully enough, you'll be able to put it back in place with double sided tape once you're done.
