Somebody else here will probably be able to help with the year, the logo at the end means it was made by Cleveland Welding Co. They sold to AMF in 1951, so earlier than that.

With the straight lower bar, it looks 1952 vintage to me.

Note, my late 40s (haven't identified the exact year yet) has a curved bar. My favorite rider!

I cant wait to get this one back together it was a mess when i got it somebody painted it a few times paint was thick and hard to get off!

That frame looks good any color, even bare metal. Here's a 53:
