Headset question

I notice on the new headset I bought that one cup is deeper than the other. Which one goes on top of the tube and which one goes on the bottom?

Thanks guys! Switched them around today and my front end finally works as it should....I can't even count how many times I had that apart to figure out why everything was so stiff
