Reassembling my dyno kustom kruiser, I'm 99.9% I have all the parts here and I can't seem to get the order right for a proper fit of the fork and headset, here's a photo:

I have the cups installed onto the frame and the fork has a large plastic ring at the bottom of it that I never removed.
I tried the following: from bottom to top:
large plastic ring
bearing
bottom cup
headtube
top cup
the race looking piece here in my photo
bearing
plastic cap on top the bearing
the plastic cap won't sit flush with this stack above.
And i'm not sure where the 2 rings above the 2 bearings go --- :-/
