Help mounting brakes

Can I tap the hole atop this fork to use caliper brakes or will it crack? I'm pretty sure someone did this or had an example here somewhere but I can't find the thread.

I think the way the top is creased would make the mount unreliable.

For the angle I was thinking a 3 sided bracket, smaller, but not unlike this. Maybe I could fit it securely with Sugru between.
