HELP what kind of prewar is this ?

She's an old girl,26", skip tooth, Ballon tire, full fendered ( with lacing holes ). The drops go away from the crank. The "frame" from drops to crank are kinda flat ( ovalish ). B34963 on bottom of crank. No head badge, or name on grips. Any help ?? Year and Make ?? Thanks Ken 0103121537a.jpg
