Help with this ID, Seller think Schwinn

Does anyone have a clue who made this bike and how old it is?
Seller thinks schwinn from the 50's, I think from the 70's from the stick on head badge. Have no clue who made it.

Not Schwinn. European built frame with just a Schwinn approved carrier added on. 70s era indeed.

Saw an ad years ago in a local free paper: Old bike $15.
Called #, asked for description: "I think it's a Schwinn...It's green, fenders are chrome, says Panther on the chainguard. It's old, like from the 50s!"
Told them I'd take it, and drove quickly the ~20miles to go get my new Schwinn Panther.
When I got there it was a Panther alright, said so right on the chainguard....looked just like this bike though: Asian 3spd lightweight, late 1960s-1970s.
This bike isn't a Schwinn either, but the rear rack is.
