Help with threadless stem/headset

I picked up a free Ross mountain bike yesterday, it's nicer than my wife's current mountain bike and I want to upgrade her to this bike. The only thing is, yesterday I also got my Bobike baby seat that mounts on the stem of your bike. The Ross has a threadless stem, so it fits flush against the neck of the bike. Is there an adapter that can raise it up a couple inches so I can install the seat mount?

I've only ever messed with older threaded forks and stems, this is new to me.

OK now, explain how this works. If the fork is not threaded and it goes through the aheadset, then you clamp the stem on, is the clamped on stem what holds the fork in place? If so, how do you put the stem on tight enough to avoidup and down play with the fork?

I guess I just need to take one of mine apart.
 
There is also a bolt in the top that threads into a star nut inside of the fork tube. This gets tightened down then the stem bolts get tightened around the fork tube.
