Hi From NY. Trying to Identify This Bike

I'm Kon. I live in Queens, NY.

I've been given this bike and trying to figure out as much as I can about it.
I don't know if it was custom made, or sold in stores and somebody customized it.
I was told that it may have come from somewhere in Florida.

If anyone has any information they can share, I'd appreciate it.
