I think you have a bike built by Shelby. Likely prewar, but based on the frame, not dropouts, because Shelby actually used rear drop outs until 1950. That crank/chainwheel is what they put on Hiawatha Arrows! Shelby's are my favorite bikes. Incidentally, that frame style holds the Deluxe Airflo tank with the cyclops headlight in front of the head tube. The girls tanks come up every so often on ebay.....usually $100-200 though. Cool find!
