If you're using plain steel bikes the tubing in and of itself is probably fine, but your welding ability and joint design is critical. You might make a solid weld, but you'll be affecting the metal's internal structure with the heat. Pass-thru connections/lugging, gussets and the like are probably your best bet. One guy who posted a motor build here had his head tube come loose and had serious injuries requiring major surgery and metal implants in his collarbone and sternum, so be forewarned.
