Little help with a frame ID, please?

I picked up this frame, etc. at an auction last weekend. Headbadge has been removed and it has been repainted. Seat is incorrect (from a kids bike), and although it looks small, it is a 26" wheel frame. Anyone know what it is?

The chainring is Cleveland Welding(Roadmaster,etc.),don't know who made the frame

My guess would be Stelber or Nonpareil? Couldn't tell you which of the two.
