that pic has been around for a while on the scooter sites (think i first saw it about 3/4 years ago (and a few variations too) the wheels are supposed to fold into the center and the seat flips up. never seen one in person though

That bike is about 20 years before the Ruckus.

The cycle that CCR posted reminds me of a modern version of the old (70s) Suzuki Trailhoppers. Very cool. By the way the Ruckus is one cool little critter. I was checking one out the other day, very "old school" in a "new school" kinda way. 8)
