lower a bike

I have a 26 inch Western Flyer frame that I would like to lower it but don't really know where to start. Any ideas would be great I also need to move the pedals I guess I have some knee trouble so need to keep them as straight as possible I got my pencil and paper ready.Thanks

I've seen someone use smaller brake pads off of a car and drill mount holes amd I've been thinking of trying it I even got some old pads but well see what the veteran's chime in with.... interested in a answer though....
