A local guy is selling this bike locally for $100. Is it worth it?

It looks good to me. I'd offer 75 because the rear hub is iffy, but go higher. In person is better when they see cash in your hand when bartering.
 
These frames were made by summit. Look up summit cruisers of the 80s n 90s n you will see this in a great many names n color ways. It says schwinn but if it said summit or any of the other names you could find it in a thrift shop in the boonies for 25
 
Make the offer you would want to get if you were selling it. Treat the seller the way you want to be treated.

Even so, if the seller is trying to get over with incorrect information on what they are selling due to shadiness, they are not being Golden unless they enjoy being treated poorly. If they are ignorant, the bargaining chip is evident.

The Heavy Duti was still a cantlever frame in 1990. The 1995 Cruiser lineup was the beginning of the style of frame in question for Schwinn and the Heavy Duti was a cantilever style until 1998. I learned a bit about the Heavy Duti this morning.

Here's my late Heavy-Duti; got the frame and fork from Ind-Chuckz. I'm not sure what year it is, but probably early 2000s.
