I just scored this old Mitsuba light, but don't really get how to make it work...Is this a battery operated light or what?? No wires or anything.

That was designed to be run by a generator/dynamo. The single positive wire from the generator would be affixed to the binding post on the bottom of the housing--negative ground is achieved through the frame of the bike. This could be easily converted to battery power, if you wish.

The circuit is simple enough, but you will first need to determine if there is space inside for batteries and a switch. The original set-up didn't have a switch--you turned off the light by stopping the generator. I'll see if I can find a diagram you can follow.
