Mounting a light on a threadless headset

For my BO bike I would like to include a headlamp mounted on the fork tube but I have a threadless system, so no slot in the tube. Is there a way to mount it so that it does not turn independent of the fork? Maybe put a small pin on the mounting bracket that fits in the slit where the two sides of the neck meet?
 
Insert a star nut through the bottom of the fork. Then mount your headlight bracket to that.

Can't. Using a Manitou MTB shock fork. I'm sure I'll think of something, little siliconRTV to seal it to the stem maybe.
