mounting a springer

just bought a springer front fork and they are totally new to me. i know the main tubes for legs bolt to the wheel but where do you bolt the smaller tubes ? ive seen some pics with them bolted to a plate and some bolted with the main forks on the axle.

this is the style fork i have.

They bolt to the front axle too.
