Craigslist find for $90.

3 speed needs the cable replaced (stretched), rear brake likely needs new housing and cable, seats a lil uncomfortable, but everything else looks good. I think the tires might be original or near.

I'm thinking late 60's early 70's.
 
Nice bike, tires may be original, it looks like it was ridden very little. The store that put it together didn't mount the shift cable right, the wheel on the seat tube needs to be higher up toward the seat also.

Everything looks to be in good working order. Just shift it into 3rd gear, adjust the stops and everything so there is just a little slack in the cable. Then shift into second, there's a circle with an N that lines up on the mechanism on the axle to get 2nd in perfect alignment. Use the little turnbuckle to get it finely tuned.
Then you're set, it should be correct then. I looked for a pic of the lever adjustment, but couldn't find one. i could take a pic of mine and post it if you need it.
 
well I made the mistake of disassembling the hub to re-grease and inspect as there was a tight spot. Turns out the bearing and bearing (holder?) were shreadded. Not sure if I can salvage it yet. Might be able to make it into a fixie wheel =(
 
that's a shimano 3 speed, very easy to adjust. There's a little circle window on the shifter mechanism chain thing by the rear hub, put it in 2nd gear and adjust the barrel until the "N" circle lines up inside the window, if the barrel is stuck or whatever just move the cable stop or the pulley to do it......gears adjusted.
