Mussleman Skiptooth Wheels! Not Braking! Help!

Well I bought some 26" mussleman skiptooth wheels and just put them on my new build! Only problem is that coaster brake is not working. I took them apart and cleaned the hub but still not breaking. Not really good with hubs. Does anyone out there have any tips or suggestions on getting rear coaster break to work.

Are all the parts there?
There are several exploded Musselman images on this site, check them for components and correct assembly.

I just went through this on a Bendix hub. The bearing cones are likely not snug enough. Tighten them a little more and try it again.
