Looks to be a 1960s Murray (they built bikes badged as JC Higgins, Sears, many others). The dropouts and chainring are dead giveaways. You may want to turn the forks the right way before riding it!

Looks like a Penney's. Like JC Penney.

I think it's a pretty generic bike though. I have seen a few that are identical, with different names on them. Still cool!

EDIT- Yup, probably a Murray rebadged.

Yeah It's a Murray-made bike. They made bikes that were sold under a lot of names. Sears, Murray, J.C. Higgins, J.C. Penny's, Western Flyer, etc.
I like it though. But I've got a bunch of murrays... 3 spaceliners, a muscle bike, 2 unknown girls bikes(for parts), and a Girls Meteor flight(for now. It's goinig to my mother-in-law for christmas) that looks very similar to your bike here. Nice find.

Definitely Murray made and a very good project bicycle... or clean it up and leave it as is, looks kind of nice. :D There seems to be an abundance of parts for these Murray made bicycles.

Thanks Everyone... Picked this up at Goodwill for $5! 24" tires are right, might just restore or rat it out, not sure yet... And yeah that front fork will be turned around or maybe I'll start a new trend....
