neck stem/handlebars question

i have a nirve b-1 - i am changing the stock handlebars out for an apehanger. on the stock bars, the knurled part where the neck stem clamps down is a larger diameter than the rest of the bars. the apes do not have this larger section so the neck stem is too large to clamp down on the bar. what is the best (also cheapest) solution to this?

went to the bike shop this morning, found some aluminum ones that are knurled inside and on the outside.
