Okay guys, I took this mess apart long long ago thinking I would quickly finish the project. I lost interest , and this winter while bored I decided to finish it. It's I believe, a late 50's ladies Murray. I just need direction on reassembly of the fork. Am I on the right track?! thanks

And that pedal in the packground is on a rack behind the trashcan next to the fridge in the kitchen. Bikes seriously worm their way into our lives don't they? You will be laughing much harder than my girlfriend will be, even if you don't laugh at all... trust me.
 
The way you have it there is the "flipped" springer, lower more raked stance, just bolt it together as it sits. The "correct" way to reassemble it would be to swap the rockers to the other side and the spring bar would attach behind the fork. The rack bolts to the front side of the spring on top and with the spring bar on the bottom.

That is, to the outside of the fork leg rather than the inside (next to the hub) and you will have the rockers "trailing" instead of "leading". You Would probably have figured out something was wrong when you tried to fit your wheel and discovered that the space between the rockers is not correct.
