ok gonna do this build up but got a prob none of my forks work for it cause they all are made for bigger steering tubes so I nned to know the right forks and if anyone has anything that might work for cheap and also what this bike may be and also what tanks may work

I don't know what it is, but I've got a lot of old forks, mostly Schwinn. If you want to get the tube length and let me know for what wheel size, I can check what I've got.
 
I thought I might find a 24" in the pile of 20 or so forks, but they're all 20" & 26". Boys Schwinn is the proper length for your steer tube though. Looks like a pretty common length to me, my 30s 20" roadmaster is also 4".

yes but does that go for price wise ? oh well Ill just keep lookin I guess

I'm not sure how much it is but if you do go with this call all your lbs because some have the tool but don't know how to use it and they will ruin your forks.
 
Did you post in the wanted section. I can't imagine it would be too hard to find a 24" with the right tube length if the LBS thing doesn't pan out.
 
a threadless fork is also an option if you want to go that route. that would open you up to double crown forks like i like to use because of their flexibility of use
