Odd Handlebars..

I work on a trail crew, and one evening after stumbling around in the woods and getting bitten by mosquitos over a hundred times as well as accidentally swinging a tool into a hornet's nest, there was a free box, and inside the box were these handlebars. I'm sure someone on here knows what they are and what they're used for?

A few helpful identifiers:
1). 'WALD' is stamped into middle
2). They're slightly wider than regular handlebars

More than anything I would like to understand what these were made for and why?

Everyone calls them ramshorns, however the Wald ones were actually called billy goat bars in the catalogs. Maybe a trademark thing with Schwinn. Who knows.
