Overall height of a bike for us folks over 6'?

I know, I know...probably common sense...

I've been talking to a couple members about switching from 26" tires to 24x3. Does this change the overall height of the bike enough to really make a difference when you're 6' 1"? I've found the bike I want to base my build on but the more I look at the photo the more I think I'm going to look like I'm riding 12" kids bike. Not only would it look silly but seems uncomfortable.

the distance between the seat, bars and the pedals is what your after, smaller wheels/tires don't make the bike smaller, just closer to the ground... :roll:
